You must ensure that you will be able to meet the criteria dependant on the Level of promotion you wish to apply for. Once you are satisfied that you will be able to meet the demands of the promotion criteria, then you are required to complete the Hampshire FA Referees' Application for promotion 2017/18 (see documents section below) and return it directly to Andy Moisey, Referee Development Manager to Hampshire FA, Winklebury Football Complex, Winklebury Way, Basingstoke, Hampshire, RG23 8BF or by email to Andy Moisey, Referee Development Manager.

All promotion candidates will be expected to meet the following criteria:

  • A Level 7 Referee must have officiated as a Referee in a minimum of 20 games (a minimum of 14 must be in ADULT matches), in one registration period before applying for promotion.  No Affiliated Association may impose any other qualification periods which cause a delayed passage through the promotion Pyramid.

  • Will have received a minimum of 3 assessments as a Referee
  • Must have attended a Promotion 'In Service' Seminar.
  • Must have taken and passed a written examination in the Laws of the Game.
  • Meet the required standards, outline previously, for both correspondence and availability.

Note:  You will be invited to attend Referee Development Training during the season, to prepare you for the next step to Level 6.

Level 6 – 5

  • Must have completed a minimum of 20 (11 v 11) appointed matches as a Referee, of which a maximum of 6 may be at under 18 level.
  • Must have completed a minimum of 5 (11 v 11) appointed matches as an Assistant Referee (on a Supply League or equivalent).
  • Will have received a minimum of 3 assessments as a Referee
  • Must have attended a Promotion 'In Service' Seminar.
  • Must have taken and passed a written examination in the Laws of the Game.

Level 5 – 4

  • Must operate as a Referee on a Senior League as decided by the County Referees Committee (Currently these are the Hampshire Premier League Premier Division / Wyvern Combination / Combined Counties (Reserve Division).
    • You will receive notification from the respective league to which you have been appointed.
  • Must have completed a minimum of 20 (11 v 11) appointed matches as a Referee (only in the leagues above).
  • Must have completed a minimum of 10 (11 v 11) appointed matches as an Assistant Referee (on a Supply League or equivalent).
  • Must have received a minimum of 5 assessments as a referee.
  • Must pass the standard fitness test.
    • A 12 minute run covering a distance of 2600 metres.

  • Attend the Hampshire FA Promotion Seminar which includes an examination on the Laws of the Game.
  • Must attend an FA Seminar and pass a written examination in the Laws of the Game during a Regional In Service Nomination Training Session, delivered by The FA (dates and location tbc).

In addition to the above, promotion applicants must:

  • Respond to all correspondence in writing
  • Provide written assurances regarding availability to the County and Referee Appointment Secretaries
  • Maintain a record of all matches, whether as referee or assistant referee

It is recommended that promotion candidates do not hold a season ticket for a professional football club as this could limit availability.

With the growth in futsal leagues and competitive opportunities particularly within Hampshire, the demand for qualified referees increases. We have recently qualified nine new futsal referees to support the game across the county. If you are interested in becoming an FA qualified futsal referee please contact the Referee Development Officer, Andrew Bailey for more information.
